Yes, God did command for these sacrifices to be offered. But what Jeremiah is saying is that these were not commanded originally (notice next verse). When God brought Israel to the foot of Mt. Sinai, God only gave the Ten Commandments to them, together with all the statutes and judgments (Exodus chapters 20-24) which Moses declared to the people (called “the law of Moses”). But after the close of the old covenant (Exo. 24), the Levitical priesthood was established and the laws regulating sacrificial offerings were added (Exo. 28:1).

Jeremiah 7:22 tells us that when Moses first delivered the statutes and judgments, the law of Moses had no sacrifices connected with it. The reason why these rituals and sacrifices were added is made clear in the NT. In Galatians 3:19, Paul says they were “added because of transgressions” – because God’s spiritual law, the Ten Commandments, was being broken – ”until the seed [Christ] should come.” These sacrifices foreshadowed the sacrifice of Christ and were a “reminder of sin” to teach the people the need of the Messiah who would come to pay the penalty of human transgression (Heb. 10:3). Therefore, after Christ made His sacrifice, the ritual laws became unnecessary.

Only these ritual laws were temporary in nature, subject to change because they were only types of the promised seed, Christ, who should take upon Himself the sins of the world. Hebrews 9:9-10 tells us exactly what constituted these temporary laws. Notice the texts mention of the material gifts and sacrifices which included “only meats and drinks and diverse washings and carnal ordinances, imposed until the time of reformation.” Clearly, the temporary laws did not pertain to murder or theft or adultery, but were only those ordinances regulating meat and drink offerings and different washings or ablutions of the unclean.

I heard Scott Hahn give a good analogy of why God instituted the Sacrificial system at Mt. Sinai.

The Jews had just returned to the idol worship that they had taken part of in Egypt. God was punishing them by making them sacrifice the very animals that they had worshiped.

It’s like a man who has a drinking problem and his wife has had it “up to here”. She wakes him up early one morning, while he’s still suffering from a nasty hangover, and gives him a bottle of scotch and a hammer. She tells him to destroy the bottle or she will leave him. After destroying the bottle, the man thinks its over and his wife has forgiven and forgotten.

The next morning, the man is greeted yet again by his wife with another bottle of scotch and a hammer and given the same ultimatum. This continues every day for the rest of his life.

By this sacrificial system, Israel was daily reminded of their transgressions against God in the Dessert!
