. The Magisterium is not the clergy.
If the Magisterium is not the clergy, then what in heavens name is it. It is the Pope and the bishops in union with him. They are all clergy. It is not all of the clergy, but it is comprised only of clergy.

I wasn’t clear and I misspoke. Of coarse the Magisterium is the clergy. I meant to say that individual clergymen are not the magisterium. Pope Benedict himself is not the Magisterium. Cardinal Arinze as an individual is not the Magisterium. The teachings they restate are part of the magisterium.

Here’s the definition:

Ordinary Magisterium:
Ordinary infallible teaching by Pope, Bishop, or anyone with the proper authority to teach which illumines doctrine that has always been believed and accepted by the universal Church. Also called the “Universal Magisterium” or the “Constant Magisterium” and its exercise can be recognized when a teaching is one that is has been held “always and everywhere” by the Church.
