“And Jesus said to them: Amen, I say to you, that you, who have followed me, in the regeneration, when the Son of man shall sit on the seat of his majesty, you also shall sit on twelve seats judging the twelve tribes of Israel.” – Matthew 19:28

What did Jesus mean when He said they would judge the twelve tribes of Israel?

The Judges of Israel were put in place to reconcile problems in each tribe. They would make laws and handle the day-to-day stuff that would free up Moses times.Jerusalem
The Apostles would do this for the New Israel - the Church. An example of this, in my opinion, would be in Acts, where the 7 Hellenistic Deacons were appointed to handle the feeding of the Greek Jewish widows. A second example would also be the Acts 15 with the Jerusalem Council that was held to resolve “Circumcision-Gate”.

In my opinion, no.

I would say, “There is a continuation of the Apostles judging the Church through their successors, the Bishops”. The Judges of Israel were replaced throughout her history, so are the Apostles/Bishops.
 
In addition, I would look to Matthew 18 15-17 for further proof-text:

**"If your brother sins (against you), go and tell him his fault between you and him alone. If he listens to you, you have won over your brother. If he does not listen, take one or two others along with you, so that ‘every fact may be established on the testimony of two or three witnesses.’ If he refuses to listen to them, tell the church. If he refuses to listen even to the church, then treat him as you would a Gentile or a tax collector.
 
There are 24 elders/ancients in Revelation, sitting on thrones and judging. That’s supposed to be the 12 patriarchs and the 12 apostles.

Being part of Christ’s body on the judgment seat perhaps they would intercede with prayers of petition for mercy before justice for that last generation?

Would you want to be in that last generation?

Matthew 24:34 In truth I tell you, before this generation has passed away, all these things will have taken place.

That one generation will have to put up with a lot.
