Just war questions

I have been readin Dawn of All by Robert Hugh Benson, and some parts bring up questions for me.

One is this: suppose there are two nations, A and B. B is planning to invade A and is building up their military before doing so. A wants to adhere to the Just War rules, but also realizes that while B is currently militarily about equal to A, if B keeps increasing its arms and military, then by the time B strikes, A will not have the strength to fight back with any chance of winninng.

What should country A do?

They are within their rights to increase Military power and defend their lands, so when invaded can defend in whatever way necessary.

Oh, dear, I should have included that nation A would be unable to catch up or are unable to increase their arms.

Even so, if the two nations then get embroiled in an arms race, wouldn’t that end up with a situation in which more people would be hurt or killed?

I guess I’m sort of seeing that frog in the water scenario, where nation A does not react becase nation B hasn’t attacked, and as a result, nation A is wiped out as a result of their inability to fight back when B finally attacks.

Strength of arms and numbers isn’t everything, Fighting Spirit, Discipline and Determination all come into this and all through history there are such instances which replicate this, time and again they have came out victorious

I guess it’s really unanswerable… one can thinks of Spain, which fought for 700 years, Hungary, just taken over like that by the Soviets, guerilla wars…
