No, there is investigation, of course.

Well, here is the way that such matters are supposed to be handled. But I’m not sure if the Dallas Charter is fully in accord with Canon Law on the matter. It seems that currently priests have very little protection, and are immediately suspended from ministry when any allegation is filed.
