My non catholic friend says the keys 2 the kingdom where
they “loose” the power in the 9 gifts .that heal and comfort people they pray over.

And "bind"and stop the devils plans. Is keys and ability for all believers. And showed me a book “believers authority” they also pray in tongues with the interpretation. 2 edify the person.

Do you have any thoughts on this understanding of using the keys 2 the kingdom??

The Vineyard Movement of churches are not actually Pentecostal. Technically, its charismatic.However, the Vineyard shares with Pentecostalism an emphasis on the charismatic spiritual gifts, such as healing, prophecy and speaking in tongues

The understanding of binding and loosing you mention is common among some charismatic and Pentecostal Christians.

The founder of the Vineyard was John Wimber. While he was alive, the Vineyard was well known for teaching Kingdom Theology. The Church is an instrument of the Kingdom and the ministry of signs and wonders announces that the Kingdom has already been inaugurated and is breaking into the world, to be consummated when Jesus returns.

From the Vineyard Statement of Faith:
**The Power Of The Gospel Over The Kingdom Of Darkness
**We believe that the whole world is under the domination of Satan and that all people are sinners by nature and choice. All people therefore are under God’s just judgment. Through the preaching of the Good News of Jesus and the kingdom of God, and the work of the Holy Spirit, God regenerates, justifies, adopts, and sanctifies, through Jesus by the Spirit, all who repent of their sins and trust in Jesus Christ as Lord and Savior. By this they are released from Satan’s domain and enter into God’s kingdom reign.
**The Ministry Of The Holy Spirit

Check out Isaiah 22:22-24

"I will place the key of the House of David on his shoulder; what he opens, no one will shut, what he shuts, no one will open.

I will fix him as a peg in a firm place, a seat of honor for his ancestral house;

On him shall hang all glory of his ancestral house: descendants and offspring, all the little dishes, from bowls to jugs."

This is about the Kingdom of David having a new ruler and about the transfer of power. Often back in this day as well, when the King would leave they would leave someone in charge who is all authority until they come back

We find Jesus used the same time of wording in Matthew 16:19

"I will give you the keys to the kingdom of heaven. Whatever you bound on earth shall be bound in heaven; and whatever you loose on earth shall be loosed in heaven.

The two of these phrases are so close together and how the times were, we come to know the Jesus did mean what we Catholics believe when it comes to this reading.
 
The prior poster is correct in that Mathew 16 refers back to Isaiah 22 with respect to the keys. The Catholic understanding of this is that Jesus is naming Peter as his prime minister for the new kingdom.
