Kneeling during the Eucharist

I’m very sorry for you and the conditions that our Lord in the Most Blessed Sacrament is being subjected to in your parish and by the priests of that community. I’ll pray for you.
 
My point with the Australian GIRM is that it has a simple, clear instruction on when to kneel. In the USA GIRM there are a pile of exceptions: “… except when prevented on occasion by reasons of health, lack of space, the large number of people present, or some other good reason.”

A definition of “on occasion” is “now and then; when the need arises” (Australian Oxford English Dictionary). It limit things a bit. But, for example, if there is always a lack of space, the need always arises not to kneel.
