Again with the thrift shop recommendation because you won’t feel so wasteful if you buy two coats.
One is for church, work, and nice functions where you know it is just cold but the ground is hard and dry.
Your other coat should be the kind that when (not if, when) you get splashed, it can go into the washing machine and dryer.
Get some scarves too. They won’t just keep your neck warm. They will keep the inner neck of your coat clean, so it doesn’t get greasy from natural body oils. Then you can wash the scarf and the coat won’t suffer as much wear and tear.
