Does transubstantiation occur when a laicized priest sets up a table and says Mass in his parlor according to the rubrics?
 
Yes, it does, but his celebrating the mass is illicit and he is committing a mortal sin. Also anyone who attends that mass, knowing this*, also commits mortal sin.*
 
Once a priest, always a priest. The Sacrament of Ordination is not “un-done”
Instead, such a man loses the privilege to carry out priestly ministry.
