New Mexico has only had 1300 + cases and 31 deaths. The diocese is in the southern counties. The main concern would be the 2 interstates bringing cross
country travellers to the area. It will be interesting to see how they handle the
return to the Mass.
 
I don’t agree with him but he is the Bishop so he has authority over the faithful there.

I wonder if doing this means the faithful have to fulfill their Sunday obligation or if they still have a dispensation.

God has the authority. The bishop is trying to serve his flock. As far as the Sunday obligation goes, Christianity is not a religion of laws and statutes. It is about grace, but we often lose sight of that simple truth.

The bishop is following state law limiting the number of people at such gatherings.
