My brother is going to be going to Iraq for a year. He is in the Navy and is being used to help with the ground effort in Iraq. He wanted to know if he would be able to receive his Last Rites before he goes incase something happens to him. There is a shortage of chaplains in the military and with the missions he will be going on there is a good chance one will not be avail to administer the sacrament if he is wounded. Any help answering this is appreciated.

Viaticum is only for those who believed to be dying. Anointing of the Sick is only for those who are sick.

The Book of Blessings has a blessing for travellers (chapter 9). Of course, he can go to the sacrament of confession.

No, a person cannot “pre-receive” Last Rites. If he is going to be in danger. He has incentive to go to Confession as often as it is available to him and Holy Mass and Communion as often as available. Pray the Rosary or some other prayers daily, especially the Act of Contrition Each night and morning.
