Leaving out part of the Liturgy of the Eucharist

I’ve noticed in many churches in my area, it is common Not to say the first part of the Liturgy of the Eucharist, Blessed are you, Lord, God of all creation…Blessed be God for ever. They simply start with The Lord be with you, and also with you…which I think is the start of the Eucharistic Prayer. Is this allowed? I hear the Liturgy of the Eucharist so rarely in churches in my area, and I’ve been to at least 5.
 
It’s usually not left out, simply said silently which is one of the options.

our priests say it inaudibly during the offeratory. I prefer it said aloud, but i will defer to father’s use of his (legitimate) options within his masses.

The part they should be saying is Pray,brethren,that our sacrifice may be acceptable to God, the almighty Father. After that there is a prayer over the gifts, then the preface. The preface is the prayer that begins with the Lord be with you. After the Sanctus then the Eucharistic Prayer begins.
