Do Lenten fasting and/or abstinence regulations require (or suggest) fasting from or abstaining from marital relations?
 
No. And for some people fulling one’s marital obligations might be a good penance.
 
Jewish friends tell me that marital relations are considered especially blessed on the Sabbath and a preferred activity for that day of rest. Paul tells on the other hand that married couples may abstain from relations for a period of time in order to devote themselves to prayer and good works, but should not deny each other too long.

Suggest? yes. Require? no.

As pointed out, some people need to do more fulfilling than abstaining as a Lenten sacrifice.
 
Latin Christians used to view abstaining from sexual relations as an integral part of fasting. As far as I know, this is no longer the case - though I’d be curious to find out when this changed.
 
A limitation on sexual relations. This of course already happens with the Orthodox couple that sincerely tries to observe fully all of the fast days and fasting periods of the year.

Cutting down from three times a day to maybe once is not a bad idea. 😃

This year we will be married 10 years. And every year I joke with DH ( with the exception of this year ) that I am giving up sex for Lent. 🙂
