I received some correspondence bearing the name of Congressman Steve King of Iowa. It seems he is working in conjunction with the National Pro-Life Alliance in an attempt to get “A Life at Conception Act” passed in the U.S. Congress. This is not an attempt to amend the Constitution but to use it. Among other things, the 14th Amendment says, “Congress shall have power to enforce, by appropriate legislation, the provisions of this article.” The letter also points out the following statement made by the High Court with regard to Roe V. Wade: “If this suggestion of personhood is established, the appellant’s case , of course, collapses, for the fetus’ right to life is then guaranteed specifically by the [14th] Amendment.” This could be an opportunity to end abortion in our country.
 
Perhaps you can clarify things a little. When I google “Life at Conception Act”, the first hit is from the National Pro-Life Alliance. That webpage refers to HR 618, which they call “Life at Conception Act”, but a search of Thomas.loc.gov indicates the bill calls itself “Right to Life Act”. There are quite a few sponsors for it, but Rep. King is not one of them.

Do you know if Rep. King is sponsoring a different bill, and if so what is the number of that bill?

Google also shows that Sen. Duncan Hunter sponsored a "Life at Conception Act four years ago: S. 2190. And that there was a bill sponsored in the House two years ago (HR 552) which was called the “Life at Conception Act”. Do you happen to know what happened to the previous bills and how the current bill (HR 618 or Rep King’s or both) differs from the previous attempts at passing such a law?

In the 108th Congress, I was a co-sponsor of H.R. 3069, the Life at Conception Act, which would recognize the sanctity of life from the moment it begins. Unfortunately, the Life at Conception Act was not passed in the 108th Congress. It has been reintroduced in the 109th Congress as H.R. 552, the Right to Life Act. Once again I am glad to co-sponsor the Right to Life Act. The bill is currently in the Judiciary Committee Subcommittee on the Constitution, of which I am a member.

Thanks Banjo. Its a little disappointing the Rep. King didn’t provide the HR number for the current bill (why did he do so only for the failed legislation?), but will pray for success.

Hey, I guess there are two or three Congressmen or politicians with principles. Life begins at Conception and I’ll never understand those who disagree with that. They disagree so that they can justify murdering their kid. What beings at human conception is human, not a banana.

I agree, let’s all pray for success but I think we all need to work for it to become a reality in whatever way we can.

Yes, but that would have been the last Congress - we are now up to the 110th. HR 552 this time around is the “Pulmonary and Cardiac Rehabilitation Act of 2007.”

Well that beats all; they went and slipped another Congress passed me. Anyhow, we have Rep. King’s website, perhaps a contact will get some answers.

I called Congressman King’s office. They told me that the bill for this Congress is HR 618 “The Right to Life Act”. Personally, I plan to write my representatives to urge support of this and to try to get as may other people to do the same. A thank’s to Congressman King, I think, is also in line.

Thanks for letting me know the current bill number. This will make it easier to track.
