When does the Church Pray/Sing this?
When in Liturgical Year -Which Sacraments?

It is awesome to hear it chanted.
 
The litany of saints may be prayed at any number of devotions, during Benediction, etc. It is particularly popular on or around the first of November, which is All Saints’ Day.

The litany is most associated with the Easter Vigil, when it is part of the liturgy of that night. It is also part of the rite of ordination, and abbreviated versions are used at baptism and at the time of death.
 
The primary usages are at the Easter Vigil, before Confirmation and before Holy Orders. It may be used at other times – for example, there is a shortened version in the Rite of Baptism.

Are there any times it is cannot be used?

I ask because we are having a 24hour fast for our youth at the Church. One of the activities I was looking into since we have several youth who could sing it, was the litany of Saints.

Spend some time beforehand, looking into the lives of some different saints, pray the litany.

Last time I heard the litany was at an ordiantion of deacons. I just love the litany of saints. It makes me cry when I think of “All you Holy People, pray for us”

So, can the litany be done in separate from a Mass in the situation I described? Anytime for semi-private devotion?

Are there any rules on when this can be done or how it needs to be done?

The litany may be done at any time as part of private devotions, and at any other non-liturgical service. In may be done in the vernacular or in Latin; in fact, the Latin version has been heard more frequently in vernacular situations.

It just blows me away at ordinations. We did litanies at our parish under our old pastor for every important Marian feast day. I miss it.
 
Last time I remember hearing it in our parish was at the end of the service for the elevation of the altar servers, a short while ago.
 
We use it in the pledging and profession ceremonies of the Confraternity of Penitents, with the addition of “our” Franciscan Saints.
 
yes it may be prayed alone or in a group any time
it is especially appropriate when you want to emphasize the unity and universality of the Church, the reality of the “3 churches” --the Church militant, the Church suffering and the Church triumphant–and that we are one with the saints and they are constantly interceding on our behalf.
