These aren’t exactly secret, but they generally aren’t published publically. He got it from a USCCB source, probably the newsletter of the Secretariat on Divine Liturgy or whatever they call it. It’s a rather obscure publication, but you can find it, and it does contain good information.

That’s simply not the way things are done in the Catholic Church. The Catholic Church does not publicise every legal document in a gazette like modern governments do. A decree is always addressed directly to those to whom it concerns. They do not necessarily have to be made public. In this case, it concerns the clergy more urgently rather than the laity, so it was likely addressed to the various ordinaries who in turn disseminate it to their subordinates. Of course, given that it is not confidential in nature, Fr Z is free to subsequently publicise it as he sees fit. This is why media outlets and lay-run blogs may have not heard of it until now, and Fr Z is probably the first of the blogging priests to release it to the public. 🙂
 
Word is getting out now. I have read several communications from bishops and from a publisher. I haven’t heard anything from our diocese yet but I haven’t seen the bishop today. Maybe I’ll run into him tonight,
