Yes, deacons are allowed to administer the Eucharist. A subdeacon (at least in the Byzantine tradition) may touch the sacred vessels indirectly with a cloth in between their hands and the vessel.

It should be noted that the “traditions” vary slightly amongst churches. In some, the subdeacon is permitted to hold the chalice in hand so that the deacon and/or priest may focus on communing the faithful… or so two clerics can commune people from the same chalice.

But it also is worth noting that Tradition is that only major clerics (deacons, priests, and bishops) may pick up the vessels off the altar when Christ is present in them. And not just in the Byzantine - also in the Roman.

Also important: Canon Law provides for a wider allowance than tradition. Ruthenian Particular Law allows for EMHC’s.
