This document is referred to by GIRM 316, but I can’t find it online. It’s a 1938 document from the Sacred Congregation for the Sacraments… it has to do with the tabernacle and the Eucharist, as best I can determine.

Well, actually it’s because on his site it’s listed as “Nulla unquam tempore” whereas most sites have it as “umquam”Someone needs to tell Google about it! (Edit: or perhaps I need to open my eyes…)
