Looking for 1938 Sacred Congregation for the Sacraments document: Nullo umquam tempore

This document is referred to by GIRM 316, but I can’t find it online. It’s a 1938 document from the Sacred Congregation for the Sacraments… it has to do with the tabernacle and the Eucharist, as best I can determine.

In Latin or English?
 
I had just typed out the first paragraph, when I realized I had seen it before online…so I went hunting, and it turned up in English on forum member John Lilburne’s site.

Well, actually it’s because on his site it’s listed as “Nulla unquam tempore” whereas most sites have it as “umquam”
