Looking for an O.T. Passage

Hoping someone can help me find a passage in the Old Testament I remember reading, but can’t seem to find:

The passage refers to king Ahaz (if memory serves me right), having appointed for himself priests not of the tribe of Levites, and that this therefore rendered the grain offerings and fellowship offerings performed by these new priests meaningless (even though perhaps performed correctly).

Also, do you think this is a fair (productive) reference for me to make when discussing the Sacraments with my Lutheran friend?

Any help will be appreciated.
 
There are several passages bearing on this, including 1 Kgs. 12:31, 13:33, 17:32, 2 Chron. 11:15, and 13:9. One of the best is Numbers 16, which records the rebellion of Korah, and these passages do have a role to play in dealing with the Evangelical argument against the minsiterial priesthood.
