That and the fact that we are using Volume I.
The original rubric that I posted in the original post also makes sense from this perspective too (and I did just actually think of this one).

Week I for the Christmas season normally starts on the feast of the Holy Family when it’s on Sunday (I had to look that one up. For this year, Week I started on Christmas Day). The second Sunday would then be Epiphany, so the third Sunday would be the Baptism. Hence why the original (superseded?) rubric says use the Psalms from Sunday Week III. If the Baptism was meant to just “replace” the 1st Sunday in Ordinary Time (similar to Christ the King “replacing” the 34th Sunday), then the rubric would say that you should always use Sunday Week I.

I looked in the Latin editio typica altera and this is the rubric for the Baptism - unfortunately since the liturgical books still follow the first editio typica, it is not printed in any of the books, except the African LOTH
I, cum antiphona festi.
African LOTH:
Psalms from Sunday, Week III, unless this feasts occurs on January 7, in which case the psalms are taken from Sunday Week II. When the feast is celebrated on Monday, the psalms of Week I are used.

African LOTH:
Oooooh. It’s new, that’s why we can’t seem to find it. There’s not many people who use the African LOTH here (nor, as far as I know, is it actually approved for the US/Canada).
