You have to intepret it in light of the passages around it.
Who is Jesus talking to? Disiples? The Twelve? The Pharisees? The crowd?
Where is Jesus. In a “Lonely place”? At someone’s house? In the temple?
These are some of the questions you have to ask yourself.
In the verse in question, Jesus is speaking to the crowds about the cost of disipleship. He gives an example of a king who figures out whether he can go into battle with the troops he has or if he should surrender. He gives another example of a man who want’s to build a tower but first has to figure out if he has enough money to build it. In both cases, they have to figure out what it is worth to them, what the cost will be, and what they are willing to give up to accomplish their goal.
And Jesus tells us in no uncertain terms what we have to be willing to give up in order to be his follower… everything. If we love our mother and father, our brother or sister, our cars and home and job, and even our children more than him, we cannot be his disiple. Jesus is telling us that if we went to follow him, we have to be willing even to give up our own life.
He may not call every single one of us to do so, but we have to be willing.
