“This is was is written: The Christ will suffer and rise from the dead on the third day, and repentance and forgiveness of sins will be preached to all nations, beginning at Jerusalem” - Luke 24:46-47

Where is the prophecy found in the Old Testament “repentance and forgiveness of sins will be preached to all nations, beginning at Jerusalem”?

I don’t think it is a direct quote from the Old Testament but rather the sentiment expressed by the prophets in places like Isaiah 2:2-3 and Jeremiah 3:14-17 that talk about the conversion of the Gentiles.

According to the Douay-Rheims, verse 46 is cross-referenced with Psalms 18:6 :

He hath set his tabernacle in the sun:
