Lutherans-apostolic succession? No Way

According to this news release the Lutheran-Roman Catholic dialogue for Christian Unity is set release in 2006 a joint-statement on Apostolic succession. Does this mean to say that Lutherans have apostolic succession? That can’t be right. It seems to me that somethings out of place.

With the (possible) exception of certain parts of Scandinavia, the Lutheran church worldwide, and all its affiliated components does not have Apostolic Succession in a manner in which would be recognized. Some ELCA clergy in the United States may posses a tactile (but certainly not theological) succession a la the Episcopal church due to the Concordat between these two bodies.
