In The Book of Isaiah, Chapter 45 Verse 7 states:
I form the light and create the darkness,
I make the well-being and create woe,

A biblical footnote expressed: God permits evil for the sake of a greater good.

God created physical evil, but he is not responsible for moral evil. That takes free willed actors.
