How do you make a perfect act of contrition? Do you have to confess all mortal sins to God or is it just a change in the will, in general, and then you confess your sins later to a priest?

How do I make a perfect contrition? Liturgy and Sacraments

"O my God, I am heartily sorry for having offended Thee, and I detest all my sins because I dread the loss of heaven and fear the pains of hell, but most of all because they offend Thee, my God, who art all good and deserving of all my love.

I firmly resolve with the help of Thy grace to sin no more and to avoid the near occasion of sin. Amen."

Say this prayer and mean it. Then you would have made an act of perfect contrition.

So it doesn’t involve a confession at that point? Not until the sacrament of penance?

No. It’s simply expressing to God your contrition (or sorrow) for your sins on account of his great and limitless love for you and the lack of love which your sins have displayed towards him. Proper sacramental confession of sins comes later.
