Manner of Consecration--why does the priest get so close?

I thought I posted this on 24 November in AA forum, but still haven’t received a reply… While my in-laws were visiting over Thanksgiving, they found it odd that the priests in our Diocese say the words of consecration mere inches away from the host and chalice respectively. I find this reverent since, it was explained to me, the consecration is not a public act for the physical participation of the congregation; it is the priest, in persona Christi “breathing” life into those two species as the congregation interiorly participate.
I looking in both the GIRM and Mass Confusion, but couldn’t find anything about this. This leads me to believe there is no difference in licitness between humbly speaking the words of consecration “to” the host or “into” the chalice.

Any thoughts on this??
 
The priest should be bowing when he speaks these words. Depending on how he does this, he may appear to be leaning over or into the elements. Not sure what else to attribute the differnce to.
