Are Catholics allowed to be married outside on church grounds or
other outside locations?
 
The Sacrament of Marriage may only be done inside a Church building. Receptions, etc… can be held elsewhere. The couple has a choice to have it or not inside a mass.

no only extraordinary circumstances and then only with a dispensation from the bishop. ordinarily, no Catholics are married in a Catholic Church or oratory.
