How would the Church see a civil marriage between 2 non practicing Catholics who don’t go to church. Would it be considered an invalid marriage or still valid because they both are baptized?

Based on the information presented it would not be a valid marriage as Catholics, practicing or not, must marry under the rules of the Catholic Church.
There is a resolution to this situation, speak to a priest about having the marriage convalidated. (I know there are many steps in between speaking to the priest and convalidation, but the priest should be the one to guide them through that process, not me.)
