“…but hath power over his own will…” when read with vs 1 - 7 in mind, i’m pretty sure he is talking about a man in a relationship in v37 not a father.

i’ve read some interpret this as leniancy to ‘come together again’ as a concession due to lack of self control. ie, “not a command” to come together again. ie: some may have the self control (v37) …v7 I wish that all men were as I am…, but each man has his own gift…
mat19:12 …: and there be eunuchs, which have made themselves eunuchs for the kingdom of heaven’s sake. He that is able to receive it, let him receive it.
