Those days are not āabrogatedā because only the Pope can do that (usually at the request of the bishops conference). The individual bishops have dispensed from the obligation, but the Holy Day itself remains.
The information for the Sacramento Diocese has the wording right
Bishop Soto has determined that, in accord with the other dioceses of the province of northern California, the obligation to attend Mass on January 1, 2010, the Solemnity of Mary, the Mother of God, is dispensed for the Diocese of Sacramento.

The information from the memo from the other diocese has the same conclusion, but employs a poor choice of words.
