When you go to confession, take the whole family. They don’t have to go in (no one can be forced to receive a sacrament), but they all - hubby and boys - can at least sit in church and pray.
Speak to your husband privately also and ask him to be more supportive. He is Catholic too and knows what he should do. Remind him that the boys will be much more influenced by what he does than by what you do.
I would also plan a routine around Mass that involves food.

If you normally attend morning Mass, than plan for a pancake breakfast after, at home or out. Even if it is just a quick stop for a donut, it helps make Sunday a special day and Mass is the reason for that. My expereince is that cajoling and treats work better than threats.
