Why does the church celebrate mass at the cemeteries on All Souls Day, when the code clearly stated that Mass is to be celebrated in a sacred place.

THE TIME AND PLACE OF THE CELEBRATION OF THE EUCHARIST
Can. 932 §1. The Eucharistic celebration is to be carried out in a sacred place unless in a particular case necessity requires otherwise; in such a case the celebration must be done in a decent place.
 
Cemeteries are sacred places
We don’t know how many Saints, yes capital S
are in any ordinary cemetery

Here in the Philippines Masses take place in shopping malls every Sunday.
 
“Sacred Place” is subjective…

does it have to be a Church or Chapel? I don’t think so.

Is a “Sacred Place” anywhere two or more gather in His name? I would like to think so.

If it has to be the former and not the later, were all those Masses I attended on the Mess Decks of navy ships, or on the landing zone of beaches where military observations (sometimes using the hood of a Jeep or HUMV as the altar) illicit or invalid. Certainly, heaven forbid, not.
 
At my old alma mater, a state University, the financially strapped diocese recently sold the Newman Center building, and holds Mass in a room on campus. I suppose they might have organized car pools, or encouraged students to take a very long walk to a nearby parish church. But they might not get as many students.

If the parish were physically next to the campus, it would be a tougher question. Having Mass on campus is not a “necessity” but arguably a benefit, an outreach.

If the Church already had many other
outreaches on campus, that would be different, but it’s usually not the case. If dorm students attend Mass in the neighborhood, it likely is in a huge mostly empty building with neighbors people they don’t know. If Mass is at the Student Union, they may have a student social afterwards.

At my old alma mater, they may have a priest available, for maybe an hour and a half a week, total.
