I think usually people should only do a physical penance like this if they have the permission of their priest or spiritual director.
Does this custom make the people doing it love God more? Does it make the people watching it be sorry for their sins? That would give you an idea if it is right. It doesn’t seem right to me that other people should strike them. Does the Church in the Philippines approve of this custom?
