May a priest found a new parish on his own?

Is it permisable for a prest to begin his “own” parish? A priest I know wants to begin his own parish seperate from the diocese because he doesn’t like the Novus Ordo and only wants to say the Tridentine form of the mass. He has not sought the Diocese direction or permission. He has told me he doesn’t need permission because of “supplied” or implied jurisdiction. I have never heard of this before. Is this allowable?
 
Hi,

No Catholic priest can found his own parish. If that priest does so, he is acting contrary to canon law. I would stay away from him if I were you. He sounds like he is headed for trouble.
