May a priest from one parish officate in a wedding at another?

My finance has attended the same church for nine years and wants to have the wedding there, but she and myself have a different priest we would like to celebrate the mass. The priest at her church said that we can’t do that. So can a priest from a different parish marry a us in her church.
 
Hi,

A pastor must grant faculties (permission) to any priest who wants to officiate at a wedding in the pastor’s church or the wedding would be invalid… He has the right to refuse. However, it is rare that permission is refused.

You might ask him for his reason for not allowing the priest to officiate. Usually pastors are happy for the extra help.
