May a visiting priest from another country minister here?

If a priest friend of ours is visiting from another country, can he offer Mass and hear confessions within our diocese or does he need express permission from our diocesan bishop. What canon law applies to this matter?

Dear Gam,

Any priest who has faculties from his local bishop may offer Mass and administer the sacraments anywhere in the world. However, for witnessing the sacrament of Matrimony, he must receive faculties (permission) from the local pastor in order for the sacrament to be valid. (Canons 971, 967, paragraph 2 and Canon 1111)
