May couples in need of an annulment receive Communion?

A parish priest recently told our RCIA inquirers that those who were in a marriage where an annulment was ultimately not granted, would still be able to receive Communion from him because it was his perogative as a priest to judge their hearts. He stated that even if they were previously divorced and not able to be married in the Church, that he would still allow them to receive Communion because “Communion if for everyone. It is not up to me to deny it to anyone.”

Our inquirers are now confused and I do not want to talk to our pastor about this until I am sure what the Church teaches on this matter. Could you help?
