May priests or nuns date before receiving dispensation?

May a priest or nun, who’s left the active ministry, date someone before receiving a dispensation from Rome?
 
Dear M.

Married people should live as married people. Single people should live as single people. And people in vows should live as people in vows. Those waiting for dispensations from vows or for annulments must wait until the Church recognizes them as single people BEFORE they begin to act as single people.
