May the priest move the sign of peace?

One of our priest does the sign of peace right after the Penitential Rite. Is this proper? I actually think its a better time to do it since we have just asked for forgiveness and are seeking reconciliation with God and neighbor. It is also at the opening of the mass when it seem appropriate to greet others that you are sharing the celebration with. Anyway, what I like really doesn’t matter. What is correct?

Hi,

Priests do not have the authority to rearrange the parts of the Mass. It is highly
inappropriate to do so. The Mass is not their personal property.
