May the priest skip the penitential rite at Mass?

The priest at our parish has started skipping the penitential rite during the mass. He goes straight from the Welcome into the Gloria. He says there is enough in the Gloria pertaining to confession. Is this OK for him to do this?
 
Hi,

No priest has the authority to pick and choose what part of the Mass he will include. The Mass is not his personal property. You have a right to have the penitential rite and Mass.
