The other Counselor is the Holy Spirit (14:26) who is present in the Church as a whole and each of us individually. Jesus and the Father are also dwell within us (14:23).

I hope this answers the second part of your question…Jesus identifies himself as The Truth…it is definitely not your conscience. When we have trouble with any of the Church’s (Magisterium – the Pope and all the bishops in communion with him) teachings on faith and/or morals…many will say that I can follow my conscience because the Church teaches that our conscience must always be followed…my conscience has primacy…and that is that. Not so fast…the Church teaches that we must not act against our conscience…BUT…that our conscience must be formed…in accordance with the Church’s teachings on faith and morals…it must not be formed in opposition the Church teachings on faith and morals. In other words…the primacy for a Catholic is not the his/her conscience…the primacy is Truth…because…Truth is not something…it is someone…it is a person…Our Lord Jesus Christ (para Pope JP-II, the Great, and Pope B-XVI). John 14:6 (above)

Re: the first part of your question…the Counselor is the Holy Spirit…through the sacrament of baptism…you die with Chris on Calvary…and you rise with him in his Resurrection…thus…just like the Holy Spirit overcame the Blessed Virgin Mary…resulting in the new Adam Our Lord Jesus) being born…so the Holy Spirit overcomes you in baptism…and gives birth to (not new person)…but to a new spirit in your soul…his own birth within you…to make you an adopted son/daughter of the Father and a brother/sister of Christ…and to reside within you always. Baptism is quite a phenomenal mystery…is is clearly not just a Church ritual or cultural happening…it is a mind boggling—gift!

Counselor means “called to be beside one”, to accompany, console, protect, defend.
Jesus is speaking about the Holy Spirit as “another Counselor” because he will be given them in Christ’s place as Advocateor Defender to help them, since Jesus is going to ascend to heaven.

Ver. 16. Paraclete. This is a comforter: or also an advocate: inasmuch as by inspiring prayer, he prays, as it were, in us, and pleads for us. — For ever. Hence it is evident, that this spirit of truth was not only promised to the persons of the apostles, but also to their successors, through all generations. (Challoner) — I have not changed the word Paraclete, which signifies, both and advocate and a comforter. He shall remain with you, and in you, for ever. What greater happiness, what greater security for the faithful, than to have this divine promise, the Holy Ghost, the Spirit of truth, remaining with the Church for ever, to protect her, and preserve her from all errors and heresies? (Witham) — If the Holy Ghost had been promised only to the apostles, their successors could not have challenged the promise. But the promises and privileges were not merely personal, but attached to their office perpetually. Hence, the Holy Ghost, in every age and clime, perpetually watches over the Catholic Church, and preserves her from both open and secret attacks of her enemies.
