Given that the same amount of people will probably go regardless (as the article notes, private pilgrimages were always allowed), this provides some more oversight. I can see the value to that in a case like this.
 
There is more oversight…and more transparency. No one is being ‘bad’. The person who believes in the vision will be free to speak of the so-called visions…and question them.

It’s kind of hard to put into words, but the approval of pilgrimages, without saying that the visions are definitely true, allows the lines that have been drawn to blur-in a healthy way. Non-believers who have some authority (such as the local bishops, who have , for a long time, been considered ‘the enemy’) are no longer demonized.

People may have a difficult time realizing it, but once they do, honest exchanges of information will allow honest, open dialogue, without hostility. Let’s hope it works out well.
