Do memorials on the day following the present one “outrank” memorials on the present day, in regards to evening prayers? More specifically, today, February 5th, is the memorial of Saint Agatha, and tomorrow, February 6th, is the memorial of Saint Miki and Companions. Both of these have both evening prayer I and II. Does the memorial of Saint Miki “outrank” the memorial of Saint Agatha, like a solemnity would outrank an ordinary day, so that I would pray evening prayer I from the Common of Martyrs? Memorials only ever have single vespers, or evening prayer, so the proper order for the evenings would be the second vespers of Sunday on February 4th, the vespers of the memorial of St. Agatha on February 5th and those of the memorial of St. Paul Miki and Companions on February 6th. Is it possible that you are using parts from the Common of the Saints (of martyrs etc.)? Because there, you will find Vespers I & II, but, broadly speaking, those are only supposed to be used on feasts and solemnities, not for memorials.

No, this is incorrect, memorials never have EP I and II. Only Sundays, Solemnities, and feasts of the Lord which fall on a Sunday, have EP I and II. So there is nothing to outrank. Today, Feb. 5th, you do everything for St. Agatha including EP, and tomorrow, everything is for St. Paul Miki & companions. And since neither memorial has proper antiphons for the psalms, you use the psalms of the normal weekday (i.e. Monday and Tuesday).
 
Only solemnities, Sundays, and feasts of the Lord that fall on a Sunday have Evening Prayer I.

If there is a conflict between Evening Prayer I of such a day and Evening Prayer of the preceding day, the one with the higher rank takes precedence. If there’s a conflict between two days of equal rank, Evening Prayer of the current day takes precedence.
 
And also to spend some quality time with the General Instructions. They really contain pretty much everything needed to execute the Office.
