This is going to be long because I need other conclusions. I start with first that consciousness is necessary for any change or in another word no change is possible without consciousness:

Consider a system in a given form/mental state, S. Now suppose that S cause another state, lets say S’. S and S’ cannot coexist hence S must be annihilated before S’ takes place. This is proclamation since the knowledge of state S is gone upon its annihilation hence creation S’ is not possible unless the knowledge of state of S minimally exist, so called consciousness of state of S, lets say C. C is the only thing which is available and can create state S’. This means that S first is projected to C through operator P and then S’ is created by another operator P’ from C.

Now we need to define concept: Concept is set of ideas that define state of affair which is subjected to understanding.

Now we need to define complexity: Complexity is by definition the optimal/minimal number of ideas needed for definition of a concept. Complexity has direct connection with efficiency of a system over time hence a more complex system act better on any given circumstance and has better chance for survival.

We proved that consciousness is necessary for any change hence any change in state of affair which is subjected to understanding also requires consciousness. These changes are however subject to finding the minimum around current state of affair, so called local search. This guarantee finding of relative minimum but not global minimum. Finding global minimum then is left to factor of chance. A system with memory however can consider experiences in finding global minimum from past and also analyze the current situation to an extension, as far as memory allows, and have more chance in finding of global minimum hence better chance for higher complexity.

Do you even have a question??

Also, change can easily occur without the intervention of memory. In fact, we as human beings only have a memory because chemical changes first occur in our heads.

Yes. Change can occur without the intervention of memory but this change does not lead to any progress in complexity. Our memory is not the only option in nature, DNA and RNA are two good example of memory as well.
