Likewise, the Senate has no authority either, or choice in the matter. The Consitution does not say they get to decide what votes to count. It tells the Senate what votes to count. So unless the majority try 2+2=3, there is no choice.

Yep. Congress’ role at this point is purely ceremonial - to affix a rubber stamp. They have no authority to overturn the election.
