I believe that Ministeria Quaedam makes the point that some of the minor orders and the major order of Subdeacon as they existed no longer reflected real needs in the Church. I think he wanted the orders (or “ministries” as they are now called) to be appropriate to the current needs of the Church. Thus, Lector and Acolyte remain while Porter and Exorcist do not.
