This is like saying. “Can a person be truly called who is not truly called?” One of the initial signs of a call to the priesthood is a desire for it. There are subsequent signs, however. One of them is having sufficient academic ability. If this is not present, then the person is not being called—no matter how much he may want it. God calls men to the priesthood. Men do not call themselves.
It might be noted—Some men think that they do not have sufficient academic ability when they actually do. It’s always best to check with a vocation director.
