Mons. Oliveri being used by various groups in traditional leaning liturgies

There is a retired retired Bishop that I am seeing in many different traditional liturgies online in photographs named Bishop Oliveri. Os this the same Oliveri that was involved in the scandals reported on Wikipedia? Was he vindicated somehow? Why is he being used right now if these grave scandals occurred?

Try to Google him. It was the priests in his diocese that were not edifying. He decided to retire 3 years early. He was known for promoting the EF. Why would different groups use him to promote traditional Latin Masses?
