How serious a moral obligation does one have to report someone who works intensively with young people and who engages in a secret immoral activity? This activity is a sin against chastity.

If the sin is engaged in with young people, you should report it immediately. (It sounds like you’re talking about sexual activity, and if it involves minors, you need to protect them and report it.)

Does the “sin” involve minors? Is it also a violation of the law? If the answer to either of those questions is “yes”, then you have a VERY SERIOUS obligation to report it IMMEDIATELY.

If the answer to BOTH of those questions is “no”, then you have no obligation to do so. In fact, it would be a bad idea to do so in that case. In that case, it would be none of your business whatsoever.
 
I agree with Paix. You should only report it if the activity involves a minor.
 
I agree as well, but while there may not be an obligation to report to authorities, would there not at least be an obligation to confront the person privately for the good of his/her soul?

This has been done to no avail. And the offense is borderline. It involves young people indirectly. But I worry that it could get more direct.

Without more detail I could not say. But I guess the test would be if, heaven forbid, something scandalous did happen, could somebody reasonably ask, “you knew this and did not say anything?”

Borderline to what? Violation of the law? How does it involve young people “indirectly” but not directly? Are you making more of this than need be?

Did any of the people involved tell you directly?

if you observe or have reason to believe a cleric, religious, employee or volunteer is abusing minors sexually or any other way you have an immediate moral and legal duty to report to the pastor or director of the program involved, and to the appropriate civil authority. In Texas you have 48 hrs to report so get cracking.

If its a crime against children or other powerless individuals, you should definitely report it and it may be a legal obligation depending on your location and position.

If on the other hand, the immoral activity is a suspected illicit affair with an adult or loitering in gay bathhouses, for example, keep it to yourself.
