Since mortal sins deplete the soul of grace, and therefore we cannot receive communion, then does that mean actual and sanctifying grace cease to work? Like, if I’m in a state of mortal sin, and I perform a work of mercy, say volunteering at the homeless shelter, then could I receive grace, or is my current state preventing that grace from entering me?

Here is a thread that is very similar to your question, dbachs…

Mortal sin is a state of death to the soul, since sanctifying grace is lost; however, God still loves each person and will continue to shower him with actual graces.

The “actual” grace to perform an act of mercy, as you stated, is not “meritorious” while in the state of mortal sin, so it is most wise and expedient to return to the sacraments. I love the scripture which says, “Charity covers a multitude of sins.” Keep up the good works until you are able to receive the sacraments!

God bless you now and always!

Both are evil.
